NOTICE OF INTENTION TO
INTRODUCE A BILL IN THE
LEGISLATLrRE
THE STATE OF TEXAS:
COUNTIES OF CHILDRESS,
DONLEY, FOARD, HARDEMAN
AND HALL:
NOTICE is hereby given that
the undersigned intend to
request the introduction of a
bill in the Sixty-third Legisla-
ture, Regular Session, of the
State of Texas, the general
purpose, nature and substance
of which is as follows:
Such bill will provide that
Greenbelt Municipal and Indus-
trial Water Authority shall
comprise all of the territory
contained within the Cities of
Childress, Clarendon, Hedley,
Quanah and Crowell on the ef-

fective date of said bill. Said
bill will have the effect of
deleting the City of Memphis
from the Authority and adding
all territory annexed to the
included Cities since their ini-
tial inclusion in the Authority.
Said bill will also provide
methods for the annexation of
territory to the Authority, au-
thorize the Authority to own
and operate retail water dis-
tribution systems and to acquire
all types of property within
and without the boundaries of
the Authority and authorize the
Authority to employ and con-
stitute its own law enforcement
officers with power to make
arrests when necessary. Such
bill will also provide that the
Authority may issue its bonds
to mature within fifty years
from the date of any install-

tors to be the most advanta-

provisions to be contained in
such bill is not intended to be
exclusive, but only to express
the general purpose, nature and
substance thereof.
This notice is given in ac-
cordance with the requirements
of paragraph (d), Section 59 of
Article XVI of the Texas Con-
stitution.

Leatherwood and Ward Certified Public Accountants, Fort Worth,
Texas, prepared unaudited Statements for Adair Hospital at June
30, 1970. The assets and liabilities herein are those reflected
in these Statements. Senate Bill No. 525, State of Texas, created
Donley County Hospital District on June 12, 1969 and stipulated
that assets and ob!iga!ions of any provider of hospital care for
needy persons owned by Donley County or by any city or town in
Donley County shall vest in the Hospital District.
There is litigation pending in Disti'ict Court wherein Dr. George
W. Smith alleged that he is entitled to no less than $250,000
damages resulting from non fulfillment of a certain contract
dated October, 1956 and renewal October, 1966 naming him
Superintendant of the Hospital and Administrator and Manager
of the Hospital or Hospital District.
There is litigation pending in the District Court to determine
whether in fact the Hospital District is Legal Owner of the
property previously owned by the City of Clarendon and Donley
County known as Adair Hospital. The complaint No. 3521 also
stipulates that taxes (no amount specified) were wrongfully
paid to Dr. George W. Smith and are owed to Citizens of Donley
County and the Hospital District. Depreciation has been recorded
on the books of accounts to adjust the value of the property
to the high bid received as sealed bid (solicited) on July 7, 1971.
