I LEGAL NOTICES LEGAL NOTICE The Panhandle Groundwater Conserva- tion District, in compliance with Chapter 36 of the Texas Water Code, will receive public comment on the proposed revision of the Rules of the Panhandle Ground- water Conservation district at a special meeting of the Board of Directors on Tuesday, October 14, at 1:30 p.m., In the Panhandle Groundwater Distdct Office, 201 West Third Street, White Deer, Texas, and will consider adoption of proposed rules at a hearing on Tues- day, November 11, 2003, at 1:30 p.m. The deadline for submi,ion of writ- ten, public comment on the proposed rules is Monday, November 3, 2003. The following is a brief outline of the most notable changes. 1.The District will require a permit for new domestic and livestock wells on 10 acres or less with existing wells exempt. 2. Procedural changes for acquiring permits. 3. The replacement of high-impact pro- duction permits with off-site use permits, and additional requirements. 4. Additional requirements to obtain initial groundwater availability permits prior to application for off-site use permits. 5. Additional requirements for storage of groundwater in a reservoir and transpor- tation of groundwater. 6. Additional limitations on pumping rates for wells. 7. Addition of smaller and larger pump sizes to the spacing rules. 8. Comprehensive revision of the notice and hearing process. 9. The addition of an alternative dispute resolution procedure for hearings. 10. The addition of a rule regarding a water transport fee. 11. Addition to the aquifer depletion rule establishing an acceptable decline rate as a percentage, removal of lower limits on I production limitations and changes allow- ing board discretion in decreasing the time period for limiting production under the depletion rule.
